problem with having to press " ' quotation key twice to get it to show up

After having some work done on my Dell laptop I had the problem of problem with having to press " ' quotation key twice to get it to show up. And then sometimes odd foreign symbols would appear instead of quotations or apostrophes.

I found a fix online after enough time of being annoyed by it.

1. control panel
2. regional and language settings
3. language tab
4. change from us  - international to us
5. remove the international option down below
6. click save
7. restart pc

and bam! problem i have been having for months is gone! thank goodness
