Make sure you have both installed the QB Database Server application on the server, restarted, that the services are running... and then if you are still having problems make sure:
- Allowed applications allows this c:\program files(x86)\common files\intuit\quickbooks\qbcfmse.exe
- Ports are open for inbound and outbound 8019 and 56719 and 10180
